Background
Washington County, Oregon is a suburban county located on the western edge of Portland, Oregon, with a population of approximately 611,000. The county has experienced substantial growth over the last fifty years, primarily in the electronics and high-tech industries. The Department of Land Use and Transportation is seeking proposals from qualified firms to provide professional on-call services for Capital Project Services Support specifically in Transportation and Traffic Engineering.
Work Details
The selected consultant will provide a range of services including preliminary engineering, final design, public involvement planning and facilitation, environmental impact analysis and reporting, writing specifications, construction engineering, construction management, and construction inspection.
Additionally, the consultant may assist with applications for environmental/land use permits and interagency consultations. Projects will typically involve traffic signal design, transportation system analysis, intersection analysis, traffic impact analysis, traffic counts, modeling, ITS (Intelligent Transportation Systems), pedestrian and bicycle signal development, signing and striping, illumination, and transportation safety action plans.
Projects are expected to be on County roads but may also include city streets or State facilities with construction values ranging from $100,000 to $15 million.
Period of Performance
The contract will be effective through June 30, 2031. The estimated annual expenditure for the contract is approximately $500,000.

Services will be performed within Washington County, Oregon.
Bidder Requirements
Proposers must demonstrate qualifications through past performance on similar projects. They are required to submit a Functional Consultant Rate Schedule based on maximum billing rates without employee names. Proposals must comply with all Federal and State laws and regulations.
The contractor must also ensure that any subconsultants maintain minimum insurance as required by the County.
