Capital Project Services Support: Structural and Bridge Engineering

Background
Washington County, Oregon is a suburban county located on the western edge of Portland, Oregon, with a population of approximately 611,000. The county has experienced substantial growth over the last fifty years, primarily in the electronics and high-tech industries. The Department of Land Use and Transportation is seeking proposals from qualified firms to provide professional on-call services for Capital Project Services Support specifically for Structural and Bridge Engineering services.

Work Details
The selected consultant will provide various professional services including:

- Preliminary engineering
- Final design
- Public involvement planning and facilitation
- Environmental impact analysis and reporting
- Writing specifications
- Construction engineering
- Construction management
- Construction inspection

Consultants may also assist in applications for environmental/land use permits and interagency consultations. Projects will typically involve geotechnical/foundation analysis and design, seismic analysis and retrofit design, retaining wall design, structural design of different bridge types, peer design review, load-rating reports among other structural engineering activities. Projects will generally be on County roads but may also extend to city streets or State facilities with construction values ranging from $100,000 to $50 million.

Period of Performance
The contract will be effective through June 30, 2031.

Washington County, Oregon.

Bidder Requirements
Proposers must demonstrate qualifications including relevant experience in similar projects. They are required to submit a Functional Consultant Rate Schedule based on maximum billing rates for various positions. Proposals should include information regarding sustainability practices and compliance with all Federal, State, County or City laws or regulations.
