Bulk Fuel Storage Tank Site Maintenance

Background
The State of Oregon, through the Department of Administrative Services - State Procurement Services (SPS), is issuing this Invitation to Bid (ITB) for maintenance, repair, and related services for state-owned equipment used in the storage and dispensing of bulk fuel. The goal is to ensure that the equipment remains operational and compliant with safety standards across various locations in the state. The successful contractor will be required to employ certified technicians for the services rendered.

Work Details
The contractor will provide maintenance, repair, replacement, and other related services for equipment utilized at bulk fuel storage sites. This includes servicing 41 locations as listed in Attachment D - Bid Form. The contractor must use certified technicians for all work performed. Travel and other expenses incurred beyond the stated hourly rate will only be reimbursed if pre-approved by DAS - Fleet.

Period of Performance
The initial term of the price agreement is three years, with options for multiple renewals that can extend up to a maximum of ten years.

Place of Performance
Services will be performed at various state-owned bulk fuel storage sites throughout Oregon as specified in the bid documents.

Bidder Requirements
Bidders must comply with specific requirements including: completion of Attachment B (Bid Cover Sheet), Attachment D (Bid Form), Attachment E (Responsibility Inquiry), and Attachment F (Certified Disadvantaged Business Outreach Plan). Bidders must also have a Pay Equity Compliance Certificate if the price agreement exceeds $500,000 and they have 50 or more employees. Additionally, bidders must not be on any exclusion lists maintained by federal authorities.
