Bell Tower Restoration RFP

Background
Columbia County is seeking qualified general contractors to restore the historic bell tower at the Columbia County Courthouse located at 230 Strand in St. Helens, Oregon. The goal of this contract is to ensure the restoration is completed efficiently while adhering to historical preservation guidelines. The selected contractor will collaborate closely with County representatives throughout the project. This RFP is issued under the authority of the Board of County Commissioners for Columbia County, Oregon.

Work Details
The scope of work includes:
- Restoring the bell tower’s exterior to match its historic 1906 appearance;
- Restoring columns and soffits;
- Applying historically accurate materials and finishes;
- Addressing necessary structural refinements;
- Potentially replacing the existing bell tower roof.

Proposals must include options for restoration using wood or alternative materials such as metal, which must be approved by the City of St. Helens Historic Preservation Committee. The project will be executed in four phases:
- Phase 1: Selecting a contractor and executing a contract;
- Phase 2: Preconstruction services such as defining building materials and providing a critical path schedule;
- Phase 3: Restoration preparation including obtaining necessary approvals;
- Phase 4: Actual restoration work, ensuring all work meets local and state historical preservation guidelines.

Period of Performance
The estimated project schedule indicates that proposals are due by April 11, 2025, with a notice to proceed expected by May 14, 2025. The timeline for completion will be defined in the contract documents.
