Description

The purpose of this ITB is to establish a Contract for Runway Rehabilitation at the Aurora State Airport for the benefit of Oregon Department of Aviation. The work contemplated under this project includes all labor, materials, transportation, equipment, and services for, and incidental to, the completion of all construction work in connection with the project described in the Contract Documents.
Background
The Aurora State Airport Runway Rehabilitation Project is initiated by the Oregon Department of Aviation (ODAV) to rehabilitate Runway 17-35. The project aims to enhance the safety and functionality of the airport's infrastructure, ensuring it meets current operational standards.

This Invitation to Bid (ITB) seeks to establish a contract for comprehensive construction work, including labor, materials, transportation, equipment, and services necessary for project completion.

Work Details
The work under this contract includes:
1. Rehabilitating Runway 17-35 through milling and overlaying to address existing pavement failures and correcting the crown grade.
2. Constructing runway pavement markings as per specifications outlined in the contract documents.

The contractor must adhere strictly to all requirements detailed in the attached FAA General Contract Provisions and Technical Specifications.

Period of Performance
The project is expected to commence within 10 calendar days following ODAV's issuance of a Notice to Proceed, anticipated in Summer 2025. Substantial completion is required within 45 calendar days after the Notice to Proceed, with final completion due 30 calendar days after substantial completion.

Place of Performance
The work will be performed at Aurora State Airport located at 22801 Airport Rd NE, Aurora, OR 97002.

Bidder Requirements
Bidders must be registered with the Oregon Secretary of State and hold a valid license from the State Construction Contractors Board (CCB). Additionally, bidders are required to have a Public Works bond filed with the CCB before commencing work on the project.

The contract has a Disadvantaged Business Enterprise (DBE) goal of 8.8%, encouraging participation from certified businesses.
