Background
The City of Eugene is seeking proposals for the South Eugene Meadows Trail Design-Build project. This project aims to design and construct a new trail within the South Eugene Meadows Park as part of the city's efforts to enhance recreational access and preserve ecological values in the area. Work Details
The contractor will be responsible for the final design, layout, and construction of a 4-foot wide gravel trail with an approximate total length of 12,400 linear feet. Key tasks include:
- Determining the final trail alignment within a 50-foot corridor
- Clearing and grubbing the alignment
- Constructing drainage culverts or structures
- Installing six fiberglass reinforced plastic low bridges (puncheons).

The project must adhere to accessibility standards and environmental regulations, particularly concerning wetland areas. The construction budget is estimated between $250,000 and $400,000.

Period of Performance
The contract period will commence upon execution and is expected to align with the project schedule outlined in the solicitation documents. Proposals are due by May 29, 2025.

Place of Performance
The work will be performed at South Eugene Meadows Park, located west of Willamette Street and south of Blanton Road in Eugene, Oregon.

Bidder Requirements
Bidders must demonstrate compliance with Oregon's prevailing wage laws and submit a Drug Testing Certificate indicating an employee drug testing program is in place. Additionally, bidders must disclose first-tier subcontractors if their contract value exceeds $100,000. A performance bond and public works bond are required prior to commencing work.
