Klamath County Community Corrections seeks proposals from qualified experienced Vender who can provide gender responsive and victim services as described in the RFP Document. The RFP document may be obtained from the undersigned at 305 Main Street, Klamath Falls, Oregon 97601 or by calling (541) 851-3693 Monday through Friday 8:00 a.m. - 4:00 p.m. Any party downloading the RFP packet from the web will be responsible to check for any addenda issued for this project. There is no pre-proposal meeting for this RFP. Questions pertaining to the scope of work should be directed to the Klamath County Community Corrections and Contracting Department. Sealed proposals marked Gender Responsive and Victim Services shall be received by the Contract and Risk Manager no later than 2:00 pm on May 28th, 2025, at the address listed on the front page of the RFP. Proposals may be delivered via U.S. Mail or courier or hand-delivered. Proposals shall be sent to the attention of Leslie Barlow-Hunter, Contract and Risk Manager. Late, faxed or electronically submitted proposals shall not be accepted. Klamath County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements, and may for good cause reject any or all proposals upon a finding of the agency it is in the public interest to do so.
Background
Klamath County Community Corrections is seeking to implement an evidence-based system of care offering gender responsive and victim services for justice-involved individuals (JIIs). The primary goals include enhancing community safety, reducing criminal activity, and assisting women and adult victim JIIs in maintaining a crime-free lifestyle. This Request for Proposal (RFP) aims to identify a qualified vendor who can provide these essential services.
Work Details
The contractor will provide gender responsive and victim services, including:
- Emergency and long-term housing for eligible female clients who are homeless or in need of safe housing.
- Crisis intervention services and appropriate referrals as needed.
- Safety planning, shelter, hospital support, advocacy, support groups, assistance with protection orders, and court support.
Services must align with research-based principles for correctional treatment programs and/or women and adult victim services as recommended by the National Institute of Corrections. All clients referred will attend an intake interview to determine service appropriateness. A release of information will be obtained to allow the agency to disclose treatment information to Community Corrections. Failure to sign this release will disqualify the client from services.
Program interventions will target dynamic criminal risk factors and/or victim service needs as determined by risk/need assessments.
Period of Performance
The contract period is expected to commence upon award notification around July 1, 2025, continuing through the duration specified in the final contract agreement.
Place of Performance
Services will be performed in Klamath County, Oregon.
Bidder Requirements
Vendors must demonstrate qualifications and experience relevant to providing gender responsive and victim services. They should provide financial statements for the last two fiscal years and three customer references from similar accounts. Vendors must comply with all local contracting laws and demonstrate that they do not discriminate against minority or women-owned businesses.
