15th & Ferguson RAB Construction

Background
The City of Bend is issuing this solicitation for the construction of the 15th and Ferguson Roundabout Project. The project aims to improve roadway safety and capacity at the intersection of SE 15th Street and Ferguson Road, as well as enhance pedestrian access through the construction of a shared use path. This initiative is part of the city's broader Transportation System Plan (TSP) objectives.

Work Details
The project includes:
- Construction of a single lane roundabout at SE 15th Street and Ferguson Road.
- Repaving of SE 15th Street from approximately 400 feet south of Chloe Lane to approximately 275 feet north of SE King Hezekiah Way.
- Construction of a shared use path from SE 15th Street and Ferguson Road to SE 15th Street and SE Iron Horse Lane.
- Additional work includes roadway surfacing, concrete curbs, sidewalks, driveways, medians, pavement markings, storm drainage systems, right-of-way improvements, landscaping enhancements, and other items as detailed in the construction plans.

Period of Performance
The work is expected to commence with a Notice to Proceed no later than July 6, 2026, and must be substantially completed by October 30, 2026.

Place of Performance
The project will take place at the intersection of SE 15th Street and Ferguson Road in Bend, Oregon.

Bidder Requirements
Bidders must be prequalified with the City of Bend at the time bids are opened. They must hold a valid license from the Construction Contractors Board or State Landscape Contractors Board as applicable. Bidders are required to submit a First Tier Subcontractor Disclosure Form if their bid totals $100,000 or greater. Compliance with prevailing wage laws is mandatory, along with submission of certified payroll reports. Bidders are encouraged to involve minority-owned, women-owned, emerging small businesses, and veteran-owned businesses.
