Background
The Oregon Parks and Recreation Department (OPRD) is seeking to modernize its Heritage Hub system through a Special Procurement process. This initiative aims to implement an integrated, web-based platform that supports the State Historic Preservation Office's (SHPO) responsibilities in managing cultural resources across various programs. The goal is to replace fragmented tools and manual processes with a cohesive solution that enhances workflow, maintains confidentiality for sensitive information, and allows for future scalability through optional modules.

Work Details
The contract will encompass the implementation of the Heritage Hub platform, which includes:
- Software licensing and subscription as applicable
- Implementation and configuration services
- Data transition support
- Training and go-live support
- Ongoing maintenance and support

The Initial Release must be fully functional at launch, with capabilities including:
- Submission/intake capability for users with tracking management
- Internal workflow management (routing, tasking, review steps)
- Records/document management tailored to program needs
- Role-based access controls for user management
- Reporting capabilities for operational management

Optional Modules may include:
- Oregon Archaeological Excavation Program module
- Oregon Qualified Archaeologist (QA) Program module
- Enhancements to OARRA permissions processes

Period of Performance
The contract period is from May 30, 2026, to December 31, 2036.

Place of Performance
The services will be performed in Oregon, specifically supporting the operations of the Oregon Parks and Recreation Department.

Bidder Requirements
Vendors must demonstrate capabilities in providing SHPO-focused cultural resource management solutions with integrated GIS functionalities. They should also have experience in modular software development that aligns with OPRD's needs for security and confidentiality controls.
