Background
The City of Stillwater, through the Stillwater Utilities Authority, is seeking bids for the renovation of the Strickland Park Concession Stand and restroom facilities. The goal of this project is to enhance the functionality, durability, and aesthetic appeal of these public amenities. The work is intended to comply with all applicable codes and industry standards.
Work Details
The project includes demolition, construction, electrical upgrades, and finish work at the Strickland Concession Stand. Specific tasks include:
1. **Demolition and Disposal**: Remove existing fixtures, finishes, partitions, windows, soffit/fascia components, and electrical components identified for replacement.
2. **Concrete Work**: Plug existing CMU openings in restrooms; frame in openings for new windows; install fiberglass insulation and drywall.
3. **Flooring**: Install high gloss epoxy flooring in restrooms.
4. **Plumbing Fixtures**: Replace existing fixtures with Sloan Two-Piece Elongated Pressure-Assist Toilets.
5. **Toilet Partitions**: Install new HDPE toilet partitions with all necessary hardware.
6. **Interior/Exterior Components**: Repair and repaint concession window shelf; replace heat/air registers; paint storage shed to match facility.
7. **Cabinets and Countertops**: Remove old cabinets/countertops; install new commercial-grade cabinets and countertops suitable for high-use public facilities.
8. **Roofing Components**: Replace soffit and fascia on lower roof and upper cupola; replace screening in upper cupola.
9. **Electrical Work**: Replace various lighting fixtures including wall packs and interior fixtures; ensure compatibility with existing electrical systems.
Period of Performance
The contract work is scheduled to begin no earlier than June 1st and must achieve substantial completion by August 15th.

Bidder Requirements
Bidders must attend a mandatory pre-bid conference on April 22nd, 2026 at 9:00 AM at the project site to be eligible to submit a bid. Bidders are required to provide a Bid Bond of 5% of their bid total along with a Non-Collusion Affidavit and Business Relationship Affidavit as part of their submission.
