Operation/Management Partnership of Pelican Bay Aquatic Center

Background
The City of Edmond is seeking proposals from qualified firms to establish a Public/Private partnership for the full operation, management, and administration of Pelican Bay Aquatic Center.

The center, which opened in 2002, is a multi-use facility designed to accommodate various user groups and includes features such as a climbing wall, waterslides, a competition pool, and a concession stand.

The goal of this RFP is to solicit detailed information from prospective parties about their capabilities in managing the aquatic center effectively while maximizing participation and revenue.

Work Details
The contractor will be responsible for:
- Staffing the facility with an Aquatic Director/General Manager, Assistant Manager/Director, Head Lifeguards, Lifeguards, Swim Lesson Instructors, Gate Admission staff, Concession stand staff, custodians, and maintenance personnel.
- Daily operations including safety checks, cleaning the facility, maintaining chemical levels in the pool as per health department requirements, and enforcing rules.
- Preparing for seasonal opening by inspecting equipment and ensuring all safety measures are in place.
- Managing concession operations and providing a full line of food and beverages.
- Offering swim lessons and other aquatic programs to increase participation.
- Conducting end-of-season closing procedures including draining the pool and securing the facility.

Period of Performance
The contract will be for one year with options to renew annually for up to four additional years.

Pelican Bay Aquatic Center located at 1034 S Bryant, Edmond OK 73034.

Bidder Requirements
Bidders must demonstrate experience operating public pools with local municipalities. They should provide references from at least three municipal clients.

The proposal must include details on staffing qualifications including an Aquatics Director with at least three years of relevant experience. Additionally, bidders must comply with insurance requirements including liability coverage and worker's compensation.
