New IFTA/IRP System

Background
The Oklahoma Corporation Commission (OCC) is seeking potential suppliers to provide a contract for the purchase of a new International Fuel Tax Agreement (IFTA)/International Registration Plan (IRP) System.
The goal of this solicitation is to enhance the efficiency and effectiveness of the OCC's operations related to fuel tax agreements and vehicle registrations.

Work Details
The contract will require the supplier to provide a comprehensive system that includes functionalities for both IFTA and IRP. Specific requirements include:
1. **IRP Functionality**:
- Submit new and renewal applications, including a 60-day grace period for renewals.
- Manage credentialing, including tag inventory and cab card modifications.
- Bulk upload vehicles and manage account information digitally.
- Print required documents and correct errors within the system.
- Provide public-facing enforcement screens for officers to validate credentials.
- Maintain jurisdictional calculations and perform annual fee tests.
- Enable communication tracking with registrants via email and SMS.
- Financial functionalities including billing, invoicing, reporting, and interfacing with IMS (internal financial system).

2. **IFTA Functionality**:
- Online access for licensees to submit applications, renewals, quarterly returns, and manage account information.
- Implement communication tracking and notifications for registrants.
- Financial capabilities similar to those outlined for IRP, including invoicing based on quarterly returns.

3. **Audit Capabilities**:
- Provide online access for auditees to submit audit information and view status updates.

4. **Trip and Fuel Permits**:
- Digital submission of new applications for various permits with financial tracking capabilities.

Period of Performance
The contract's performance period will commence upon award and will be defined in the final agreement, typically spanning several years depending on project scope.

Place of Performance
The services will be performed statewide in Oklahoma as required by the OCC.

Bidder Requirements
Bidders must demonstrate at least three years of experience in similar projects, provide documentation of previous successful implementations, and ensure compliance with all relevant state regulations.
Additionally, bidders must submit proof of registration with the Oklahoma Secretary of State if applicable, provide a certificate of insurance for workers' compensation coverage, and comply with any specific requirements related to service-disabled veteran business enterprises if claiming such status.
