Merchandise for Resale RFP

Background
The Office of Management and Enterprise Services (OMES), Central Purchasing Division, is seeking responses on behalf of the Oklahoma Tourism and Recreation Department (OTRD) to design, manufacture, and ship merchandise for Oklahoma State Parks and Travel Information Centers (TICs).

The goal of this contract is to provide a variety of merchandise that reflects the culture and attractions of Oklahoma.

Work Details
The contract includes the design, manufacture, and delivery of various types of merchandise categorized into six bands:

1) Apparel (t-shirts, hoodies, sweatshirts, socks, sweatpants, hats, beanies);
2) Home Goods (pillows, mugs, home décor, kitchenware);
3) Food and Beverage (shelf-stable products like soft drinks and trail mix);
4) Plushies (stuffed animals representing Oklahoma wildlife);
5) Souvenirs (keychains, stickers, magnets);
6) Toys (flying discs, yo-yos).

Each category has specific requirements for design approval processes, branding rights, communication protocols between OTRD and suppliers, and timelines for delivery. For example:
- Apparel must include designs that may feature custom logos or the OSP logo;
- Home Goods must comply with specified material preferences;
- Food products must meet FDA regulations;
- Plushies require specific animal representations;
- Souvenirs must adhere to design specifications provided by OTRD;
- Toys should be suitable for outdoor activities.

Period of Performance
The contract will be performed over a period defined by individual purchase orders issued by OTRD after design approvals. Deliveries are expected within sixty (60) calendar days following the acceptance of final quotes.

Place of Performance
The geographic location for performance includes various Oklahoma State Parks and Travel Information Centers where the merchandise will be sold.

Bidder Requirements
Bidders must comply with specific certifications including non-collusion certification as per Oklahoma statutes. They are required to provide proof of insurance coverage as per state requirements.

Additionally, bidders must not have engaged in any collusion or unethical practices in relation to this contract. Suppliers must also register with the Oklahoma Secretary of State if contracts exceed $25,000.
