Description

A contract for the purchase of an updated, phased based Laboratory Information Management System (LIMS) Database System to replace the current outdated system
Background
The Office of Management and Enterprise Services (OMES), Central Purchasing Division, is seeking responses on behalf of the Oklahoma Department of Agriculture, Food and Forestry (ODAFF) for a phased-based Laboratory Information Management System (LIMS).

The goal of this contract is to facilitate accreditation to ISO/IEC 17025:2005 Standards for laboratory competency and quality. The ODAFF Laboratory supports various regulatory, emergency response, monitoring, and consumer protection goals for state and federal programs, performing over 140,000 tests on 80,000 samples annually.

Work Details
The contract involves the purchase of a phased-based LIMS that will include the following functionalities:
- Support for six laboratory sections: Food & Dairy, General Chemistry, Inorganic, Pesticide, Seed testing, and Bureau of Standards.

Each section has specific testing requirements with annual sample and test counts outlined as follows:
- Food & Dairy: Approximately 6,000 samples and 17,000 tests on 23 parameters.
- General Chemistry: Approximately 4,200 samples and 20,000 tests on various parameters.
- Inorganic: Approximately 3,500 samples and 20,000 tests on 19 parameters.
- Pesticide: Approximately 1,500 samples and 3,000 tests on up to 1,000 parameters.
- Seed: Testing for germination and purity.
- Bureau of Standards: Calibration of certified reference materials with approximately 16,000 calibrations annually.

The system must meet or exceed the requirements specified in Exhibit 01(a) Vendor Requirements and Exhibit 01(b) Functional Specifications. Bidders are required to provide a detailed response indicating how their product meets these specifications.

Period of Performance
The initial contract term begins upon the effective date and concludes after twelve months. There are five one-year options to renew the contract.

Place of Performance
The services will be performed at the Oklahoma Department of Agriculture's Laboratory Services Division.
