FY26 Grant Compliance Software

Background
The Oklahoma Broadband Office is issuing a Request for Proposal (RFP) for the FY26 Grants Compliance and Monitoring Software Solution. This initiative aims to enhance the administration and oversight of the Broadband Equity Access and Deployment (BEAD) Grant Program, funded by the Infrastructure Investment and Jobs Act (IIJA). The goal is to procure, customize, and implement a software solution that ensures efficient management of broadband grants, promoting transparency, compliance, and effective financial control.

Work Details
The contractor will be responsible for:

- Conducting a needs assessment of the National Telecommunication Association’s requirements.
- Procuring a specialized Broadband Grants Compliance and Monitoring Software Solution.
- Customizing the software to align with BEAD Grant Program workflows.
- Ensuring integration with existing systems.
- Migrating historical grant-related data.
- Developing training programs for users.
- Conducting rigorous testing including user acceptance testing.
- Implementing a comprehensive rollout plan.
- Providing ongoing technical assistance throughout the grant lifecycle.

Key features of the software must include budget allocation tracking, real-time financial reporting, audit trails for compliance, automated notifications, and integration with project management tools. The total budget for this project is capped at $500,000 annually over 10 years, totaling $5 million.

Period of Performance
The project is expected to be operational by late Spring/Early Summer 2026.

Place of Performance
The services will be performed in Oklahoma as part of the Oklahoma Broadband Office's initiatives.

Bidder Requirements
Preference will be given to Minority- and Women-Owned Businesses during evaluation. Bidders must comply with all legal and regulatory requirements related to data privacy and security standards.
