Background
The Oklahoma Lottery Commission (OLC) is seeking proposals from qualified vendors to provide digital services that will enhance player engagement, streamline operations, and support the future development of an iLottery platform.

The OLC aims to implement innovative digital solutions that enhance the player’s experience while maintaining high standards of security, integrity, and efficiency. The selected vendor will play a crucial role in shaping the future of digital lottery services in Oklahoma.

Work Details
The fundamental deliveries across this RFP include:
- Website and mobile app services
- Loyalty Platform: Players Club
- Customer Relationship Management (CRM) platform
- A foundation for launching an iLottery business model if granted legislative authority in the future
- Personnel Support
- Added Value.

Vendors must ensure seamless integration with OLC’s current gaming vendor, Scientific Games. All data must be encrypted both at rest and in transit. Hosting sites must comply with State of Oklahoma regulations. Proposals must include a detailed migration strategy for transitioning OLC’s existing website and app to the proposed platform. Vendors must also have an active U.S. iLottery business model capable of launching within 6–12 months of OLC authorization. Proposals should detail development hours, additional costs beyond the base contract, system ownership, and management.

Period of Performance
The contract will be performed over a period starting from the award date with specific milestones including CRM implementation within 90-120 days and website/app development completed within 9 months.

Place of Performance
Services will be performed primarily in Oklahoma as part of the Oklahoma Lottery Commission's operations.

Bidder Requirements
Vendors must comply with the State of Oklahoma’s 3rd Party Vendor Management Policy and Review. They are required to submit proposals not exceeding 150 pages and must adhere to security protocols including encryption for data in transit and at rest. Vendors should also demonstrate their commitment to secure software development practices.
