Building Automation System (BAS) Replacement & Integration Project

Background
The City of Owasso is issuing this solicitation for the Building Automation System (BAS) Replacement & Integration Project. The goal of this project is to upgrade the existing BAS control equipment to allow integration onto the owner's existing network framework, enabling seamless monitoring of all buildings under their system.

The project aims to implement an open system design that allows products from different manufacturers to be integrated into a unified system, providing flexibility for future expansion, maintenance, and service.

Work Details
The contractor will provide all materials and labor necessary for the construction and completion of the work as specified in the project documents. The work includes upgrading BAS control equipment to integrate with the existing network framework. The system must support an open design that allows for integration at the unit controller level from various manufacturers.

The control system must extend the owner’s existing Niagara 4 framework software. The contractor must also ensure compliance with local, state, and federal codes throughout the project.

Period of Performance
The construction contract time for this project is forty-five (45) calendar days from the date of Notice to Proceed.

Place of Performance
The work will be performed at City Hall, 200 South Main, Owasso, OK 74055.

Bidder Requirements
Bidders must submit a Bid Submittal Form, Bid Affidavits, a Statement of Bidder's Qualifications, and a Certificate of Non-Discrimination. Bidders are required to have a permanent main office or service office within 50 miles of the project location for at least five years.

Installers must be certified with a minimum of five years' experience with Niagara 4 Systems. Bidders must also provide documentation showing completion of at least five similar projects in the last year without disputes.
