Background
The City of Edmond, Oklahoma is issuing a Request for Qualifications (RFQ) for the prequalification of contractors to provide labor, equipment, materials, tools, services, and incidentals necessary for the construction of the Arcadia Lake Water Treatment Plant (WTP) WTP-01C Process Improvements project. This project aims to enhance the water treatment capabilities at the Arcadia Lake facility. The project will be funded by a Financial Assistance Program loan from the Oklahoma Water Resources Board (OWRB).

Work Details
The project involves furnishing all material, equipment, and labor necessary to construct various facilities at the Arcadia Lake Water Treatment Plant. Key components include:

1. Pig receiving station;
2. Ozone generation facilities;
3. Carbon Dioxide facilities;
4. Pre-Ozone Injection facility;
5. Pre-Ozone Outlet facility;
6. Post-Ozone Contactor;
7. Filters;
8. Pre-Treatment Chemical Feed facilities including lime feed system;
9. Post-Treatment Chemical Feed facilities;
10. Associated SCADA, instrumentation and controls, electrical, structural, architectural, HVAC, yard piping, and site work.

Period of Performance
The exact period of performance is expected to align with the project's construction schedule which will be determined after the prequalification process.

Place of Performance
The contract work will be performed at the Arcadia Lake Water Treatment Plant located in Arcadia, Oklahoma.

Bidder Requirements
Contractors must meet specific prequalification requirements including similar experience in water or wastewater treatment projects with a minimum contract value of $5 million each within the last fifteen years. Applicants must also demonstrate bonding capacity and provide references from previous owners and engineers attesting to their performance history. The application must include a Non-Collusion Affidavit and all financial information must be submitted separately to maintain confidentiality.
