Background
Hamilton County, Ohio, is seeking proposals for the redesign and development of the Hamilton County Clerk of Court's website. The goal of this Request for Proposal (RFP) is to select a qualified vendor who can enhance the digital platform for delivering information and services to citizens, businesses, and stakeholders. The project aims to improve user experience, modernize design and technology infrastructure, and ensure mobile responsiveness across all devices.

Work Details
The selected vendor will be responsible for the complete redesign, development, and potentially hosting of the website. Key tasks include:

- Discovery and Planning: Stakeholder interviews, user research, content audit, information architecture development.
- Design: Visual design concepts (2-3 options), style guide creation, responsive design for various devices.
- Content: Migration from existing site, content strategy recommendations.
- Training: CMS training for staff and technical documentation.
- Launch and Support: Deployment strategy, post-launch monitoring for 24 months warranty/support period.

Additional features include multilingual support, advanced search capabilities, e-commerce functionalities, security compliance with ADA/WCAG 2.1 standards, and integration with existing systems.

Period of Performance
The contract will commence upon award with an estimated timeline of 6-9 months for project completion.

Place of Performance
The work will be performed primarily in Cincinnati, Ohio.

Bidder Requirements
Offerors must comply with Hamilton County's Minority, Women, and Small Business Enterprise Program goals. They are required to maintain specific insurance coverages including Commercial General Liability ($1M per occurrence), Professional Liability ($2M per claim), Cyber Liability ($5M), among others. Offerors must also provide evidence of no debarment or suspension from federal procurement.
