Transformer Removal & Disposal

Background
The Metropolitan Sewer District of Greater Cincinnati (MSD) is issuing a contract for the removal and disposal of two large power transformers from the Mill Creek Treatment Plant. This initiative is part of MSD's commitment to maintaining operational safety and compliance with environmental regulations, particularly concerning the presence of polychlorinated biphenyls (PCB) in the transformers' oil.

The goal of this contract is to ensure proper handling, recycling, and disposal of hazardous materials while adhering to federal reporting requirements.

Work Details
The contractor will be responsible for the following tasks:
1. Removal of two large power transformers (T1 and T2) from the Mill Creek Treatment Plant, including all labor, materials, reporting, and equipment necessary for recycling and disposal.
2. Proper disassembly and shipping of transformer components, ensuring compliance with EPA guidelines for hazardous waste.
3. Submission of a Site Safety Plan and Transformer Removal Procedure Plan for City approval prior to commencing work.
4. Sampling oil in each tank to verify PCB contamination levels before proceeding with removal.
5. Handling all components according to applicable disposal requirements and cleaning up any contamination resulting from their actions.
6. Reporting on the final destination of disposed oil and contaminated parts as required by law.

Period of Performance
Work on transformer T1 can commence immediately upon contract award. Work on transformer T2 cannot begin until September 2024. The duration of the project will depend on the completion of both removals as outlined in the approved plans.

Place of Performance
The work will take place at the Mill Creek Wastewater Treatment Plant located at 1600 Gest Street, Cincinnati, Ohio 45204.
