TCI Religious Service (Protestant)

Background
The Ohio Department of Rehabilitation & Correction (ODRC) oversees the supervision of approximately 44,600 offenders across 28 state prisons in Ohio. The mission of ODRC is to reduce recidivism among those it serves. Trumbull Correctional Institution (TCI), located at 5701 Burnett Road, Leavittsburg, OH, is a key facility within ODRC that operates 24/7 and houses around 1,400 incarcerated individuals. The institution employs 330 full-time staff members and is seeking a Protestant Religious Service Provider for fiscal years 2026 and 2027.

Work Details
The contractor will provide Protestant services for up to thirty-two hours per week at an hourly rate of $21.65. Services include:
- Conducting weekly Protestant Christian services
- Providing religious study or education classes
- Offering general pastoral care including consultation on religious issues and crisis counseling
- Attending mandatory annual Religious Services Meetings
- Making referrals for incarcerated individuals to appropriate services
- Distributing religious literature
- Assisting the Chaplain with duties
- Completing monthly reports on services provided
- Offering specialized ministry services such as pastoral care in special units and conducting funeral services.
The contract includes a yearly compensation of $75 for attendance at the annual meeting.

Period of Performance
The contract will be performed from July 1, 2025, to June 30, 2027.

Place of Performance
Services will be performed at Trumbull Correctional Institution located at 5701 Burnett Road, Leavittsburg, OH.

Bidder Requirements
Bidders must provide current ecclesiastical endorsement by their sponsoring denomination and a license to preach or certificate of ordination from their faith group. A resume demonstrating previous experience in providing religious services is also required. Additionally, contractors must pass a criminal background check and comply with security protocols established by the institution.
