SFM-LAB-IT-FY26-LIMS (Laboratory Information Management System) .NET Software Upgrade

Background
The Ohio Fire Marshal's Division (OHFM) is seeking to upgrade its Laboratory Information Management System (LIMS) from a Client/Server model to a web-based .NET system. The goal of this project is to ensure that the new system maintains comparable functionality to the existing system while enhancing usability and support.

Work Details
The vendor will provide a web-based .NET LIMS system with the following deliverables:

- Design and implement BEAST for Prelog, Property and Evidence, and Crime Lab requirements.
- Perform data migration from the existing Client/Server BEAST to the new .NET system.
- Implement Active Directory Sign-On for BEAST login.
- Migrate the new .NET system from development to production.
- Provide administrator training for ongoing configuration and support.
- Offer Go Live support transitioning to standard technical support and maintenance.

Specific tasks include:

- Project management responsibilities including scope, risk management, reporting, and oversight.
- Converting existing Oracle production data to MSSQL database.
- Installing .NET BEAST LIMS software on OHFM production servers.
- Providing hardware and licenses for .NET BEAST.
- Configuring service requests, application settings, management reports, notifications, and analytical notes.
- Migrating all assets found in ChemInv to the .NET Laboratory Asset Manager (LAM).
- Updating all ocx modules prior to regression testing.
- Performing training for supervisors and staff on the new system.

System requirements include Windows Server 2019 or higher with specific RAM and storage configurations, as well as client workstation specifications.

Place of Performance
The contract will be performed at the Ohio Fire Marshal's Division facilities where the current LIMS system is operational.
