SCADA Master Plan - GCWW

Background
The City of Cincinnati, Ohio, is issuing this Request for Proposals (RFP) for the Greater Cincinnati Water Works (GCWW) to develop a Master Plan for its Supervisory Control and Data Acquisition (SCADA) Systems.

GCWW operates two water treatment plants that process over 40 billion gallons of water annually, serving approximately 240,000 accounts and over 1.2 million customers. The goal of this project is to create a SCADA master plan that addresses operational, technical, and user concerns while ensuring compliance with new federal and state regulations.

Work Details
The selected firm will be responsible for the following tasks:
1. Create a snapshot of the existing SCADA system, including documentation of software, hardware, protocols, cybersecurity policies, and user capabilities.
2. Elicit requirements from various user groups including IT, Supply, OT, Water Quality, and SCADA Data Users to identify current issues and future needs.
3. Conduct reliability and security analysis of the current SCADA system.
4. Develop a roadmap for implementing the new requirements ensuring safety and quality.
5. Provide deliverables including a SCADA Snapshot Specification, Stakeholder Engagement Plan, SCADA Analysis report, and the final SCADA Master Plan.

Period of Performance
The contract will be performed over a period of three years from the date of award.

Place of Performance
The services will be performed in Cincinnati, Ohio.

Bidder Requirements
Offerors must demonstrate extensive experience in the water treatment industry and familiarity with ISA 101 standards as well as EPA regulations. They must also exhibit SCADA hardware and software agnosticism.
