Richland Correctional Institution Catholic Services

Background
Richland Correctional Institution (RiCI) is seeking a religious services provider to fulfill the role of a Catholic Contract Chaplain. The institution aims to provide spiritual support and religious services to incarcerated individuals, aligning with its mission to promote rehabilitation and well-being through faith-based initiatives.

Work Details
The contractor will perform the following duties:

- Conduct weekly Catholic mass.
- Provide weekly Catholic Catechism/Faith Enrichment.
- Administer the Sacrament of Anointing of the Sick at least annually.
- Conduct weekly Sacrament of Reconciliation (Confession), with additional sessions during Lent.
- Offer general pastoral care and program administration, including consulting on religious issues, grief care/memorial services, crisis pastoral counseling, and pastoral visitation.
- Plan and coordinate Christmas, Easter, and ongoing services.
- Attend an annual mandatory Religious Service Meeting.
- Make referrals for incarcerated persons to appropriate services.
- Distribute religious literature and materials.
- Assist chaplains in conducting religious programs.

Specialized Ministry Services include:

- Pastoral care/visitation in special units such as segregation or hospice care.
- Conducting funeral services for Catholic incarcerated persons.

Any other requested specialized ministry services require pre-approval from the Central Office Religious Services Administrator. To receive compensation for specialized ministry, the contractor must document three activities listed under this section.

Period of Performance
The contract will be performed on a weekly basis with specific annual events such as Christmas and Easter Masses. The total contract amount shall not exceed $15,685.00.

Bidder Requirements
The contractor must submit a completed Specialized Ministry Log along with a signed and dated Letter Head Invoice reflecting their vendor number before the 10th of each month. An invoice number must be included.
