RFP Marion Franklin & Tuttle Pool Replacement CM-CI

Background
The Columbus Recreation and Parks Department (CRPD) is seeking proposals from qualified consulting firms for professional Construction Management and Inspection services related to the Marion Franklin Pool Replacement Project. This project aims to replace the existing swimming pool, construct a new treatment building, and renovate the existing bathhouse located adjacent to the Marion Franklin Community Center in Columbus, Ohio. The goal is to enhance community aquatic facilities that promote swimming, physical activity, and overall quality of life while minimizing downtime during construction.

Work Details
The contractor will provide comprehensive management and inspection services for the following tasks:
- Full replacement of existing pools and facility renovation for operation.
- Construction of a new Pump and Water Treatment Building.
- Renovation of the Marion Franklin bathhouse.
- Addition of zero entry sections for ADA access.
- Development of an Aquatic Playground for toddlers.
- Installation of a large slide/play feature for older kids/tweens.
- Creation of lap lanes separated from the diving well area.
- Construction of a diving well.

Services will also include necessary testing to ensure compliance with contract documents prepared by Orchard, Hiltz, & McCliment, Inc. (OHM Advisors). The project budget is estimated at $13 million.

Period of Performance
The project timeline includes: Deadline to Submit Questions on April 18, 2025; RFP Due on April 24, 2025; Consultant Selection in May 2025; Commission in June 2025; City Council Legislation in June 2025; Notice to Proceed in July 2025.

Place of Performance
The work will be performed at the Marion Franklin Community Center located at 2699 Lockbourne Road, Columbus, OH 43207.

Bidder Requirements
Consultants must hold all necessary licenses and certifications required for this project. Additionally, there is a specific MBE/WBE subcontract goal of 15% participation for this contract. Proposals must include a completed Declaration of Proposed MBE/WBE Utilization Form and demonstrate good faith efforts if the goal is not met.
