RFP 25-017IT Enterprise Planning(ERP) Software and Implementation Services

Background
The City of Dayton, Ohio, is seeking to procure an Enterprise Resource Planning (ERP) system to enhance its financial, purchasing, budgeting, capital asset management, human resources, and payroll functions. This initiative is part of the 'Innovate Dayton' project aimed at replacing the outdated Banner financial management system.

The new ERP system is expected to streamline operations, improve data integrity, and foster technological adaptability across the municipality. The City emphasizes the need for a fully integrated solution that includes customer relationship management (CRM) capabilities for income tax collection and other billing functions.

Work Details
The contract includes the provision of an ERP system that meets the following functional requirements:

- Human Resources management (employee files, benefit enrollment)
- Finance (accounting/general ledger, project/grant accounting)
- Income Tax Collection (customer billing, collections)
- Customer Relationship Management (CRM)
- Budget Management
- Procurement (accounts payable)
- Payroll processing
- Capital Asset Management.

Proposals must also include professional services for implementation and training of City staff on the new software. The City allows multi-vendor proposals but requires clear delineation of roles and responsibilities among vendors.

Period of Performance
The implementation is expected to begin in April 2026 with a target go-live date by September 2027.

The services will be performed in Dayton, Ohio.

Bidder Requirements
Proposers must demonstrate compliance with all functional requirements outlined in the RFP. They should also provide references from similar projects and are encouraged to submit joint proposals if necessary. Pricing must be fixed by milestone upon completion of pre-identified deliverables.
