Description

ODM releases this Request for Proposals (RFP) to solicit bids for the purpose of obtaining a nationally recognized vendor with an understanding of Deming's systems thinking philosophy: the idea that organizations are made up of interconnected components that work together to achieve a goal. The ideal vendor should have experience building the capacity of multiple entities (i.e., government agencies, health insurers, clinical practices, industry, and communities) to collaboratively apply IHI-like QI to improve population health outcomes for the Medicaid and Medicare-Medicaid dually eligible populations. Core tenants critical to building the capacity of ODM and its partners to improve health outcomes include attention to equitable care as a strategy to reduce disparities, dedication to high-quality services and best practices that incorporate the voice of the customer, knowledge, and application of systems thinking and an all-teach-all-learn mindset.
Background
The Ohio Department of Medicaid (ODM) is seeking to enhance its quality improvement (QI) capacity through the Quality Improvement Capacity Building RFP (ODMR 2425-0002). ODM serves approximately 20% of Ohio's population and is responsible for managing health care for over three million individuals. The goal of this contract is to develop a comprehensive population health portfolio across various health streams and managed care programs, utilizing rapid-cycle QI methods similar to those advocated by the Institute for Healthcare Improvement (IHI).

The selected vendor will assist ODM in improving health outcomes by building internal and external QI capacity, leading QI components in ODM-sponsored projects, and facilitating Collaborative Learning Networks with various stakeholders.

Work Details
The selected vendor will provide the following services:
1. Assist ODM in developing QI expertise to manage a complex portfolio of improvement projects across five population streams.
2. Provide training and coaching to ODM staff on QI tools and methods.
3. Lead QI initiatives within ODM-sponsored projects, particularly in maternal and infant health.
4. Establish cohesive work plans with deliverables, milestones, and timelines for improvement projects.
5. Coach project teams in using QI tools to develop insights and proficiency.
6. Collaborate with partners to create a change package that incorporates best practices and lessons learned from previous initiatives.
7. Develop measures for monitoring population health and QI activities.

Period of Performance
The contract period is expected to begin upon award in April 2025, with an initial term through June 30, 2027, followed by two potential renewal periods extending through June 30, 2031.

Place of Performance
The services will be performed within the State of Ohio, primarily at ODM facilities and potentially at partner locations involved in the collaborative efforts.

Bidder Requirements
Offerors must demonstrate at least five years of experience in designing and implementing QI collaboratives involving payers and clinicians, as well as success in providing advanced training on IHI-like QI methods. They must also have experience working with Medicaid providers on QI projects addressing women and infant health specifically. Additionally, Offerors must include a commitment from a certified Minority Business Enterprise (MBE) subcontractor for at least 15% of the contract value.
