Property Management of CSU Facilities RFP

Background
The State of Ohio, through the Department of Administrative Services, Office of Procurement Services, is issuing a Request for Proposals (RFP) for the management of Central State University's campus facilities located at 1400 Brush Row, Wilberforce, Ohio 45384. The Agency's mission is to effectively manage nearly 40 different buildings on its campus. The goal of this contract is to solicit proposals for comprehensive property management services that ensure operational efficiency and maintenance.

Work Details
The Contractor must provide property management services including:

1. General Building Services: Emergency repairs, routine services, and minor projects; operation of a building management office; provision of necessary tools and equipment.

2. Regulatory Compliance and Documentation: Obtain licenses and permits; maintain accurate financial records; provide monthly operating statements.

3. Safety, Training, and Emergency Preparedness: Ongoing safety training; development of an emergency management plan; coordination of inspections and maintenance of fire safety systems.

4. Maintenance and Building Operations: Preventive maintenance procedures; HVAC operation; plumbing maintenance; coordination with elevator maintenance contractors.

5. Operational Systems and Technology: Implementation of a request/response/tracking system for service complaints; inventory management process for parts and materials.

6. Service Level Agreements (SLAs) with associated service credits or Liquidated Damages (LDs) applicable to the work.

Period of Performance
The contract will be awarded for a term as set forth in Part 8, Draft Contract, with an option for renewal at the discretion of the Agency for one month at a time. The total contract value is capped at $1.9 million per year.

Place of Performance
The contract will be performed at Central State University's campus located at 1400 Brush Row Road, Wilberforce, Ohio 45384.

Bidder Requirements
Offerors must attend a mandatory site visit on April 8, 2026, to survey the facility and discuss solicitation requirements. They must also provide evidence of registration with Ohio Shared Services to do business in Ohio. Additionally, Offerors must demonstrate compliance with all mandatory requirements outlined in the RFP.
