Project No. 130075-68, Solid Waste Transfer & Recycling Facility Tunnel 1-2-3 Scale Replacements

Background
Montgomery County Environmental Services (MCES) is seeking Statements of Qualifications (SOQs) from qualified engineering firms for Project No. 130075-68, which involves the replacement of three truck scales at the Solid Waste Transfer & Recycling Facility. These scales are essential for weighing transfer trucks loaded with municipal solid waste destined for landfills. Although operational, the existing scales have reached the end of their useful lives. The goal of this contract is to research, evaluate, and recommend hydraulic scale replacement options while preparing detailed design drawings and technical specifications for the new scales and associated work.

Work Details
The selected engineering firm will provide professional services that include:

1. Project Management and Administration;
2. Scale System Evaluation and Technical Memorandum;
3. Detailed Construction Drawings and Supplemental Specifications;
4. Construction Bidding Services;
5. Consultation During Construction;
6. Prepare Record Drawings (As-builts).

Specific tasks include assessing existing scale systems, recommending new hydraulic scale systems that minimize structural modifications, preparing construction bidding documents compliant with MCES standards, attending pre-bid meetings, facilitating monthly progress meetings during construction, reviewing shop drawings and pay estimates, assisting in change order preparation, and conducting final inspections.

Period of Performance
The anticipated schedule includes a mandatory pre-qualification meeting on May 19, 2026, with qualifications due by June 10, 2026. The selection process will conclude with interviews in late June 2026, followed by executing an engineering agreement in July 2026.

Place of Performance
The work will be performed at the Solid Waste Transfer & Recycling Facility located at 2550 Sandridge Drive, Moraine, Ohio.

Bidder Requirements
Firms must demonstrate a minimum of ten years in business with at least five years operating within the United States. They must provide references for similar projects and ensure their proposals address all evaluation criteria outlined in the Evaluation Form for Professional Engineering Services included in the solicitation.
