Program Project Management (PPM) for Lead Service Line Replacements

Background
The City of Columbus, Department of Public Utilities (DPU), Division of Water (DOW) is seeking proposals for professional engineering services related to the 2027-2032 Program Project Management (PPM) for Lead Service Line Replacements.
This initiative aims to enhance and accelerate the Lead Service Line Replacement Program, targeting the replacement of approximately 50,000 lead and galvanized service lines by 2037 or sooner.
The program is designed to comply with local, state, and federal regulations, including the EPA's Lead and Copper Rule Improvement (LCRI).
The contract is part of a broader effort to address public health concerns associated with lead in drinking water and to meet funding source requirements.

Work Details
The contractor will provide comprehensive program project management services which include:
1. Supporting Water Distribution Engineering efforts.
2. Project management support services including adherence to city document management systems.
3. Preparation and enhancement of bid documents, technical specifications, and engineers' estimates.
4. Bidding support services including pre-bid meetings and addendums.
5. Coordination with various city departments and regulatory agencies.
6. Quality control checks and dispute resolution processes.
7. Development of inventory management systems for lead service line replacements.
8. Engagement with community stakeholders through outreach programs.

Period of Performance
The initial term of the contract is five years, with options for five one-year renewals, starting from the date work is authorized in the Notice To Proceed.

Place of Performance
The work will primarily take place within the City of Columbus, Ohio.

Bidder Requirements
Bidders must hold valid contract compliance certification numbers from the City of Columbus before contract execution.
They must also register as Minority or Women Business Enterprises (MBE/WBE) if applicable.
