Background
The City of Cincinnati, Ohio, is issuing this Request for Proposals (RFP) for a web-based platform to support the Department of Public Services’ Parking Division in managing the private parking lot and garage licensing program. This initiative aims to streamline the application process for operators of paid parking lots and garages, ensuring compliance with the Cincinnati Municipal Code (CMC) Section 413. The current system is inadequate as it lacks an inspection module, which is essential for effective program management.

Work Details
The contractor will develop a customized application system that includes:

1. An application intake process that requires user account creation, allowing applicants to submit necessary information and documentation as per CMC Section 413.

2. A tiered review system where designated City staff can review applications for accuracy and compliance.

3. Automatic calculation of fees based on lot/garage size and payment options via credit card or e-check.

4. A scheduling feature for inspections post-licensing, including tracking compliance issues with documentation.

5. Prefilled inspection reports that allow inspectors to log results and attach media evidence.

6. A notification system for license expirations and compliance alerts.

7. Reporting capabilities on application statuses, fees paid, and inspection outcomes.

8. Integration with existing license data and complaint data from the City’s customer service platform (311 Cincy).

Period of Performance
The initial term of the contract will be one year, with two optional 12-month renewals, commencing on the effective date of the Agreement.

Place of Performance
The services will be performed within the City of Cincinnati, Ohio.

Bidder Requirements
Offerors must be registered under Vendor Self Service (VSS) at the time of award. They are also required to comply with Equal Employment Opportunity provisions as per Chapter 325 of the Cincinnati Municipal Code and must submit a DEI 147 form upon request. Additionally, Offerors should not be debarred from contracting with the City and must maintain insurance coverage as specified in the RFP.
