Prevailing Wage Compliance Services

Background
The Ohio Department of Natural Resources (ODNR) Division of Engineering is seeking a firm to provide prevailing wage compliance services for all applicable ODNR projects. The Division manages capital projects that are subject to prevailing wage requirements as defined by the Ohio Revised Code. The increasing number, size, and complexity of these projects necessitate contracting with an external service specializing in prevailing wage compliance to maintain a high level of compliance across all projects while ensuring timely project completion.

Work Details
The selected firm will conduct prevailing wage responsibilities on behalf of ODNR for designated projects under the oversight of the Division's Prevailing Wage Coordinator/Compliance Officer. Key responsibilities include:

1) Administering state and federal (Davis Bacon) prevailing wage laws;
2) Collecting, storing, and processing prevailing wage documentation such as Certified Payroll Reports (CPRs);
3) Utilizing software for project administration;
4) Assigning crafts and classifications to employees;
5) Maintaining up-to-date prevailing wage rate notifications;
6) Providing training and customer service;
7) Tracking contractor participation in state business development programs like EDGE;
8) Assisting with transitions from previous compliance software if needed.

Deliverables include:
- Pre-Construction Phase tasks such as contractor training, initiating project files, setting up crafts and classes, and collecting necessary documents;
- Construction Phase tasks including collecting Certified Payroll from contractors, verifying compliance, identifying non-compliance issues, providing assistance with CPR corrections, coordinating with the Compliance Officer, and tracking participation in state programs;
- Closeout Phase tasks like collecting final payroll reports and maintaining project files for a period defined by law.

Period of Performance
The contract will remain effective until June 30, 2026, with an option for renewal for an additional two-year term upon written notice prior to expiration.

Place of Performance
The services will be performed at the Ohio Department of Natural Resources, Division of Engineering located at 2045 Morse Rd. E3, Columbus, OH 43229.
