Potable Water System Monitoring Fiscal 2026-2027 at Spring Valley Education Center and Shooting Range

Background
The Ohio Department of Natural Resources (ODNR) is responsible for maintaining the potable water system at the Spring Valley Shooting Range and Educational Center, located at 3450 Houston Road, Waynesville, OH 45068. The goal of this contract is to ensure compliance with the Ohio Administrative Code (OAC) 3745 for a Class I Public Water System, thereby providing clean and safe drinking water to the transient public visiting the site.

Work Details
The contractor will maintain ODNR's potable water system in compliance with OAC 3745. Key responsibilities include:
- Providing a certified Class I Water Supply Operator to serve as the Operator of Record.
- Conducting regulated required sampling by both in-house and certified external laboratories.
- Monitoring schedule includes:
- Bacteria: 4 tests/year (Vendor)
- Nitrite: 1 test/year (Vendor)
- Nitrate: 1 test/year (Vendor)
- Iron (Fe): 12 tests/year (Vendor)
- Magnesium (Mg): 12 tests/year (Vendor)
- Well Magnesium: 4 tests/year (Vendor)
- Total Chlorine: Daily when SVSR is open (Vendor + SVSR Staff)
- Free Chlorine: Daily when SVSR is open (Vendor + SVSR Staff)
- Ensuring a minimum staffing requirement of 1.5 hours/week with at least three visits per OEPA week.
- Providing emergency assistance on a 24/7 basis, ensuring an operator can be on-site within two hours of notification.
- Keeping records and notifications as per OAC Rule O3745-7-09 and assisting ODNR personnel with OEPA-related correspondence.
- Submitting monthly and quarterly OEPA Electronic Data Reports (e-DMRs).
- Communicating with laboratories regarding sampling and results, including reporting non-compliance issues to ODNR.
- Preparing necessary OEPA paperwork including Operator of Record documentation and Chains of Custody.

Period of Performance
The contract period will be from July 1, 2025, to June 30, 2027.

Place of Performance
The services will be performed at the Spring Valley Shooting Range and Educational Center located at 3450 Houston Road, Waynesville, OH 45068.

Bidder Requirements
The vendor must be an approved OEPA Contractor and employ or provide a minimum of an OEPA Class I Water Supply certified Operator. The contractor must maintain insurance coverages naming ODNR/SVSR on a Certificate of Coverage.
