Background
The Ohio Department of Health (ODH) is seeking to provide evaluation services for two health promotion programs: the State Physical Activity and Nutrition (SPAN) program and the Creating Healthy Communities (CHC) program. The goal of this contract is to assess the effectiveness, efficiency, sustainability, and impact of these programs through comprehensive evaluation services.
Work Details
The contractor will execute the current evaluation plans for both programs. For the SPAN Program, activities include:
- Conducting process and outcome evaluations to assess program approach and effectiveness.
- Utilizing quantitative and qualitative performance measures to set baselines and monitor progress.
- Developing, selecting, evaluating, and recommending data collection instruments such as surveys and inventories.
- Conducting focus groups and interviews.
- Analyzing data and developing evaluation dissemination products.
- Creating progress/performance reports and sustainability plans.
Future evaluation plans will be developed in consultation with ODH upon receipt of new grant funds beyond September 30, 2028.
For the CHC Program, similar activities will be conducted to evaluate the impact, reach, and sustainability of CHC activities aimed at increasing access to healthy foods and physical activity opportunities. The contractor will also develop an evaluation plan for future CHC grant cycles beyond September 30, 2029.
Period of Performance
The contract period begins on February 26, 2026, with an end date of April 9, 2026. Evaluation services may extend based on future funding consultations.
Place of Performance
The services will primarily be performed in Ohio as specified by the Ohio Department of Health.
Bidder Requirements
Offerors must submit a technical proposal and cost proposal as part of their total proposal before the closing date. Compliance with Contractor experience requirements is mandatory. Additionally, there is a commitment to include minority business enterprises (MBE) certified by the Ohio Department of Administrative Services in the work performed under this contract.
