Background
The Ohio Department of Health (ODH) is seeking proposals for the Non-Fatal Overdose Reporting project to enhance the collection of non-fatal overdose data from emergency departments across Ohio. This initiative aims to address the alarming rate of unintentional drug overdose deaths in the state, which ranks 5th highest nationally. The collected data will be utilized to inform prescribing practices and shape statewide health policies aimed at preventing future overdoses.

Work Details
The contractor will provide professional services to facilitate the automatic transmission of non-fatal overdose individual encounters from hospitals to ODH. Key tasks include:

1) Establishing data-sharing connections with emergency departments;
2) Collecting and curating required data fields such as patient demographics, overdose details, and medical history;
3) Transmitting this data to ODH via automated feeds within specified timeframes (daily and monthly);
4) Ensuring compliance with reporting requirements, including submission of cases within 72 hours after diagnosis.

Period of Performance
The contract period is set from February 1, 2026, to June 30, 2027, with potential renewal options for up to four additional years based on performance and funding availability.

Place of Performance
The services will be performed in Ohio, specifically involving hospitals and emergency departments throughout the state.

Bidder Requirements
Offerors must be certified health information exchanges in Ohio and have existing agreements with emergency departments for health information sharing. They must demonstrate technical capabilities to collect and transmit required data fields effectively.
