Odnr - Bid Level Design Package For Lake Erie Wildlife Research Vessel

Background
The Ohio Department of Natural Resources, Division of Wildlife (DNR) is responsible for fisheries management over 2.3 million acres of Ohio waters in Lake Erie. This contributes over $1 billion annually to the state's economy. The DNR conducts long-term research and assessment programs to manage fisheries resources and implement harvest quota management for species such as walleye and yellow perch.

The R/V Grandon is currently used for various assessment projects, but due to its aging infrastructure, the DNR seeks to replace it with a new fisheries research vessel through this solicitation.

Work Details
The contract requires the selected vendor to provide naval architectural and marine engineering support for developing a concept design package for a 50-60' fisheries research vessel. Key design elements must focus on stability, maneuverability, fuel efficiency, sustainability, and cost-effectiveness.

The design must include essential components for trawling (2.5-4.5 knots), gill netting, sorting and processing fish, crew accommodations, and other operational features. Specific deliverables include:
- Engineering diagrams covering speed and power requirements
- Stability design
- Hull profiles
- Machinery arrangements
- Electrical load analysis
- Fire safety plans
- Waste and potable water designs
- Hydraulic systems
- Laboratory areas
- Berthing plans
- Galley plans
- Lavatory plans
- Outfitting plans
- Master equipment lists
- Structural concepts testing
- Projected build cost estimate.

Period of Performance
The offeror must complete the concept design package by June 30, 2025. A mandatory site visit is scheduled for February 2025 to assess the R/V Grandon in Sandusky, OH.
