ODHE Aspire Data Management System

Background
The Ohio Department of Higher Education (ODHE) is seeking an Adult Education Data Management System (DMS) to enhance the operations of its Aspire programs, which provide free services to individuals needing assistance in acquiring skills for post-secondary education and employment.

The DMS aims to facilitate access to program-specific data for local programs across Ohio, ensuring compliance with the National Reporting System (NRS) under the Workforce Innovation and Opportunities Act of 2014 (WIOA). ODHE manages grants for approximately 55 local programs statewide, serving between 30,000 and 35,000 individuals annually.

Work Details
The DMS must be a vendor-hosted, web-based application that includes:
1. Tools for data entry and management of student records.
2. Generation of accountability reports compliant with NRS requirements.
3. Real-time NRS reporting capabilities.
4. User access for state office staff and local program directors, allowing separate student records management per program.
5. Configuration and customization services from the vendor.
6. A comprehensive dashboard for visualizing performance metrics with dynamic filtering capabilities.
7. Capture of extensive student demographic information and educational progress metrics.
8. On-demand report generation including performance report cards, eligibility for progress testing, measurable skill gains documentation, and year-to-date performance summaries.
9. Ongoing training support for users and dedicated technical support.

Period of Performance
The contract will be awarded for an initial period of two years, with potential renewals for up to four additional biennia based on satisfactory performance.

Place of Performance
The services will be performed within the State of Ohio, specifically supporting local adult education programs across all 88 counties.
