Background
The Ohio Department of Health (ODH) is accredited by the Public Health Accreditation Board (PHAB). This accreditation requires ODH to track program performance, measure program impact for funders, and report progress towards program objectives. The agency seeks a solution that supports these requirements by establishing measurable performance expectations, identifying appropriate data indicators, and monitoring program progress.
The goal of this contract is to establish and utilize a performance management model with quality improvement practices and processes in an electronic system solution that supports continuous improvement of the agency's practices, programs, and interventions. Additionally, the project aims to expand the solution into local health departments to achieve an interconnected environment with multiple local state partners.
Work Details
The contractor will provide professional services including:
1) Development and implementation of a performance management software system;
2) Training for ODH and local health department staff on performance management tools;
3) Creation of a comprehensive performance management system that meets established standards;
4) Ongoing technical assistance to ensure successful implementation;
5) Summary reports and analysis of training effectiveness;
6) Support for data-driven decision-making processes;
7) Development of metrics consistent with ODH's strategic plan and PHAB standards.
The contractor must ensure the system includes features such as cloud-based solutions, dashboards for reporting results, and compliance with Ohio’s Single Sign-On (SSO) requirements.
Period of Performance
The contract period is from July 1, 2025, to June 30, 2027. There are options for up to four additional years of renewal terms contingent on funding appropriations.
Place of Performance
The services will be performed primarily at the Ohio Department of Health facilities and may extend to local health departments across Ohio.
Bidder Requirements
Offerors must have a minimum of five years of experience in performance management platform development including hardware, software, maintenance, cloud hosting, User Acceptance Testing (UAT), user training, and customer support. They must demonstrate expertise in Results Based Accountability (RBA) theory application in public health contexts. Offerors are encouraged to provide a team of project managers with relevant experience in implementing performance management projects.
