Description

The ODH is seeking proposal to establish and utilize a performance management model with quality improvement practices and processes in an electronic system solution that supports continuous improvement of the agency's practices, programs, and interventions. In addition, the project objective includes expanding the solution into local health departments to achieve an interconnected environment with multiple local state partners. Background
The Ohio Department of Health (ODH) is accredited by the Public Health Accreditation Board (PHAB). This accreditation requires ODH to track program performance, measure program impact for funders, and report progress towards program objectives.

The agency seeks to establish a performance management model that incorporates quality improvement practices and processes within an electronic system solution. The goal is to support continuous improvement of the agency’s practices, programs, and interventions while expanding this solution into local health departments for an interconnected environment with multiple local state partners.

Work Details
The contractor will provide professional services including:
1) Establishing measurable performance expectations;
2) Identifying appropriate data indicators;
3) Monitoring program progress;
4) Providing training and consulting services on performance management tools and tracking systems;
5) Building out a comprehensive performance management system that adheres to established standards;
6) Offering ongoing technical assistance to ensure the system's establishment;
7) Producing summary reports and analysis of training;
8) Assisting in developing metrics aligned with ODH strategic plans and PHAB standards.

Period of Performance
The contract is expected to start on July 1, 2025, and end on June 30, 2027.

Place of Performance
The services will be performed primarily at the Ohio Department of Health and local health departments across Ohio.

Bidder Requirements
Contractors must have at least five years of experience providing automated Accounts Receivables imaging solutions, including hardware, software, maintenance, cloud hosting, User Acceptance Testing (UAT), user training, and customer support. They must also demonstrate expertise in Results Based Accountability theory and application for public health. Additionally, contractors must have project managers with five years of experience in implementing performance management projects.
