Notice to Proposers - Miami County Juvenile Court GAL/CASA Services (2025)

Background
The Miami County Juvenile Court, under the authority of ORC 2151.281 and Rule 48 of the Ohio Rules of Superintendence, is seeking proposals for Guardian Ad Litem (GAL) services. The goal is to provide advocacy for children involved in cases of alleged abuse, neglect, and other related matters. Historically, these services have been provided by Miami County CASA/GAL Inc., which utilizes volunteers to represent youth in court.

Work Details
The contractor will be responsible for providing Guardian Ad Litem services, which include:
- Appointing GALs to individual cases as directed by the Juvenile Court.
- Ensuring GALs meet with children as necessary and provide information regarding the child's status to the court.
- Monitoring compliance with court orders and working with various service providers.
- Attending court proceedings and advocating for the best interests of the child.
- Providing quarterly and annual reports to the Juvenile Court detailing caseloads and declination data.
- Maintaining a minimum of 35 trained advocates or an appropriate number of GALs, accepting up to four unruly/delinquency cases while rejecting no more than two abuse/neglect cases per quarter.

Period of Performance
The contract will be effective from January 1, 2026, through December 31, 2031.

Place of Performance
Services will be performed in Miami County, Ohio.

Bidder Requirements
Bidders must comply with all applicable laws and regulations including civil rights laws. They must provide proof of comprehensive general liability insurance with coverage amounts not less than $250,000 per claim and $2 million per incident. Additionally, bidders must ensure that all personnel undergo criminal background checks as per ORC 2151.86.
