Background
The Ohio Department of Rehabilitation and Correction (ODRC) is the largest agency in Ohio and operates the fifth largest prison system in the nation. The ODRC's mission is to reduce recidivism among those it serves. The Noble Correctional Institution, located in Caldwell, Noble County, Ohio, was opened in September 1996. Several existing boilers at this facility have exceeded their normal life expectancy, prompting the need for replacement. This solicitation aims to address critical boiler replacement needs at the institution.

Work Details
The contract involves the removal and replacement of four boilers at the Noble Correctional Institution. Specific tasks include:

1. Site Preparation: Conduct a pre-job meeting to review scope and safety requirements; shut down existing boilers; verify gas, water, and electrical connections; protect surrounding equipment.

2. Removal of Existing Boilers: Disconnect and tag all connections; drain and safely remove existing boilers; dispose of old boilers per local regulations (manpower provided by Noble Correctional).

3. Installation of New Boilers: Install four new Lochinvar CWN 1437 PM or equivalent copper fin boilers; reconnect gas piping with proper fittings; install new hydronic piping including isolation valves and circulators; provide venting per manufacturer specifications; connect electrical wiring including control integration (manpower provided by Noble Correctional).

4. System Commissioning and Testing: Fill and purge system; perform gas pressure checks; verify combustion parameters using a combustion analyzer; program boiler control settings; test entire heating system operation.

5. Controls and Integration: Ensure integration with existing control systems.

6. Job Completion, Training, and Warranty: Remove all old materials; provide customer training on new boiler operation and maintenance; supply as-built documentation including wiring diagrams.

Period of Performance
The contract will commence upon award and is expected to be completed or near completion by June 30, 2025.

Bidder Requirements
Bidders must ensure compliance with all applicable federal, state, and local laws regarding business permits and licenses. Additionally, contractors must carry commercial general liability insurance with specified limits and provide proof of coverage.
