This Request for Proposal (RFP) details the scope and nature of the services required and the format to be used for all proposals in response to this RFP. Proposals must be submitted in a sealed envelope, Clearly Marked Multiple Single Family Rehab Repairs- RFP on the outermost envelope/package to the Auditor of the City of Lima, Attention: Purchasing Department of the City of Lima, Ohio, Municipal Center, 50 Town Square, Lima, Ohio 45801, until 10:00 AM., Lima Time, on Wednesday, August 20, 2025, Purchasing department is located on the 3rd floor of the Municipal Center, 50 Town Square. Background
The City of Lima, Ohio, through its Department of Housing and Neighborhoods, is seeking proposals for the rehabilitation of multiple single-family residences. The goal of this Request for Proposal (RFP) is to engage contractors who can meet the necessary standards and regulations for residential repair and rehabilitation, ensuring that all work aligns with federal, state, and local guidelines.

Work Details
Contractors will be responsible for the rehabilitation of single-family residences located at the following addresses:

- 401 S. Jameson Avenue
- 1412 W. High Street
- 1800 W. High Street
- 942 N. Metcalf Street
- 940 Dingledine Avenue
- 1306 Chestnut Street
- 726 Holmes Avenue
- 201 W. Michigan Street
- 327 W. O’Connor Street
- 741 MacKenzie Drive.

The work includes but is not limited to:
- Reviewing construction documents prior to bidding.
- Competitively bidding required work.
- Negotiating and contracting with subcontractors.
- Completing the project on time and within budget as per plans and specifications.
- Ensuring compliance with all applicable building codes.
- Addressing lead hazards in homes built prior to 1978.
- Passing a lead clearance test upon completion.

All work must meet current industry standards and comply with Executive Order 11625 and Section 3 of the Housing and Urban Development Act of 1968.

Period of Performance
The contract period will commence upon award and is expected to be completed by August 20th, 2025.

Place of Performance
The work will be performed at various locations within the City of Lima, Ohio.

Bidder Requirements
Bidders must be licensed contractors in the State of Ohio with experience in residential repair and rehabilitation. They must comply with insurance requirements including:

- Public Liability Insurance ($500,000)
- Vehicle Liability Insurance ($1 million)
- Property Damage Liability Insurance ($1 million)
- A performance bond of $10,000.

Contractors are also required to adhere to Section 3 provisions to ensure employment opportunities are directed towards low- and very-low-income persons.
