MSD SCADA Cybersecurity Platform

Background
The City of Cincinnati, through its Metropolitan Sewer District (MSD), is seeking information from potential sources capable of providing an Operational Technology (OT) cybersecurity platform. The MSD manages a Distributed Control System (DCS) across more than 10 treatment facilities and aims to enhance its cybersecurity measures. This Request for Information (RFI) is intended to gather insights from firms, vendors, and companies that can meet the outlined requirements for a comprehensive security solution.

Work Details
The City is looking for an OT-centric security solution that consolidates all security and event metrics into a single monitoring source. The required capabilities include:

- Industrial Protocol Recognition (Modbus TCP, DNP3, CIP)
- IT Protocol Recognition
- Agentless Data Acquisition
- Integration with Rockwell Industrial Systems
- Ideally On-Prem Based
- Security Event Management
- Dashboard & Reporting Capabilities
- Event Alarming Capabilities.

Period of Performance
The RFI was issued on January 16, 2025, with responses due by February 13, 2025. The timeline for any subsequent procurement solicitation is to be determined.

Place of Performance
The contract work will be performed in Cincinnati, Ohio, specifically at the Metropolitan Sewer District's treatment facilities.
