Background
The City of Cincinnati is seeking information from potential sources capable of performing the requirements for the replacement of mobile data computer (MDC) software. This Request for Information (RFI) is intended to gather insights and capabilities from firms, vendors, and companies that can meet the outlined technical requirements. The City aims to enhance its operational efficiency through improved software solutions for law enforcement applications.

Work Details
The RFI requests information regarding the following capabilities for the MDC software replacement:

- Ability to operate in a mobile or wireless broadband environment.
- Multifactor authentication with active directory integration.
- Querying Criminal Justice Information from various data sources (RCIC, LEADS, NCIC, BMV, etc.).
- Providing query forms for various types of queries (Vehicle, Person, Gun, Boat, etc.).
- A Summary Screen with key information and images.
- Custom alert flags on the Summary Screen.
- Hyperlinks in key fields for secondary queries.
- Sending selected information to a third-party RMS system.
- Reviewing details of individual responses.
- Generating audible alerts for critical information.
- Alerting officers about critical information related to Officer Safety.
- Interfacing with multiple Computer Aided Dispatch (CAD) systems.
- Passing login credentials to third-party CAD systems.
- Receiving dispatches and performing functions like Enroute and On Scene.
- Providing custom CAD forms.
- Self-initiating dispatches associated with Traffic Stops.
- Accurate location reporting on Traffic Stop forms.
- Supporting other custom forms related to CAD.
- Handling high data volumes during major incidents.
- Displaying officer/unit status screens.
- Mail functionality for off-duty officers.
- Instant messaging features between officers.
- Emergency assistance buttons.
- Day/night mode switching capabilities.
- Map features showing current incidents and available units.
- Turn-by-turn directions to dispatched addresses.
- Customizable toolbars for frequently used applications.
- Single sign-on capabilities across applications.

Period of Performance
The RFI was issued on August 11, 2025. Responses are due by September 23, 2025. The timeline for any subsequent procurement solicitation is yet to be determined.

Place of Performance
The contract will be performed within the jurisdiction of the City of Cincinnati.

Bidder Requirements
Offerors must comply with provisions of economic inclusion programs as outlined in Chapters 323 and 324 of the Cincinnati Municipal Code and the Equal Employment Opportunity Program found in Chapter 325. Offerors are encouraged to register as a City vendor online.
