Background
The Ohio Department of Development, Office of TourismOhio, is seeking proposals for media services to enhance Ohio's image as a premier travel destination. The initiative aims to shape the narrative of Ohio as a place for adventure and quality living, leveraging innovative media strategies to increase awareness and engagement with potential visitors and residents. With an estimated annual media budget of $2.5 to $5 million, this partnership seeks a strategic media agency that understands consumer behavior and can deliver measurable results.

Work Details
The selected contractor will be responsible for developing and executing a comprehensive media strategy that includes:
- Media strategy, planning, buying, and optimization to reflect strategic priorities and adapt to consumer behavior.
- Audience targeting using data insights to effectively reach high-value demographics such as travelers and potential movers.
- Insight-driven media activation through analytics to inform targeted placements.
- Collaborative messaging strategy in alignment with TourismOhio’s objectives.
- Budget efficiency by maximizing the impact of the media budget across various channels.
- Creative thinking beyond traditional media formats to explore innovative partnerships.
- Media value evaluation through performance analysis of investments.

Period of Performance
The contract term will commence upon award and continue until June 30, 2027, with an option for one-month renewals at the discretion of the State, subject to funding availability.

Place of Performance
The services will be performed primarily in Ohio, focusing on both in-state audiences and out-of-state markets including Detroit, Grand Rapids, Buffalo, Pittsburgh, Charleston-Huntington, Lexington, and Louisville.

Bidder Requirements
Offerors must have experience in conducting similar media planning and buying projects. They are required to provide references and demonstrate compliance with Executive Order 2019-12D regarding offshore services. Additionally, Offerors must submit an Affirmative Action plan or attestation of pending approval from the State of Ohio.
