Background
The Ohio Department of Rehabilitation and Corrections (ODRC) is the largest agency in Ohio and the fifth largest prison system in the nation, with a mission to reduce recidivism among individuals they serve.
The ODRC Office of Reentry aims to facilitate successful reintegration of individuals transitioning from incarceration back into society by connecting them with community resources, programs, and services. This solicitation seeks proposals for a Master Lease program to provide transitional housing and supportive wrap-around services for individuals released from ODRC facilities.
Work Details
The contractor will provide transitional housing stability and comprehensive wrap-around support services to male and female adults released from ODRC institutions. Services include:
1) Transitional Housing and Support Services;
2) Supportive Wrap-Around Services that promote stability and successful community reintegration;
3) Housing Navigation and Support for obtaining independent housing;
4) Collaborative Housing Solutions to build a network of housing partners;
5) Target Population focus on counties with high numbers of returning citizens such as Cuyahoga, Franklin, Hamilton, Lucas, Montgomery, and Summit Counties.
The Master Lease program will allow the contractor to lease properties and sub-lease them to eligible individuals while providing necessary support services.
Period of Performance
The contract period is expected to begin upon award and continue until January 28, 2025, with potential extensions based on individual assessments of participants' needs.

The geographic scope includes various counties in Ohio, particularly those identified as having significant populations of returning citizens.
