Background
The City of Sheffield Lake is issuing a solicitation for the preparation of construction contract plans for a project identified as LOR-US6-15.49, PID No. 124425. The goal of this contract is to enhance pedestrian and bike traffic access along U.S. 6 by constructing an 8-foot wide sidewalk, installing a Rectangular Rapid Flashing Beacon at Erieview Boulevard, and extending a box culvert.

Work Details
The contractor will be responsible for the following services:
- Preparation of construction contract plans for an 8-foot wide sidewalk along the north side of U.S. 6 from Cove Beach Avenue to the City’s east corporation limit, covering approximately 0.33 miles (1,720 feet).
- Installation of a Rectangular Rapid Flashing Beacon at Erieview Boulevard.
- Extension of an existing box culvert located between Lynne Drive and Erieview Boulevard.
- The estimated construction cost for this project is $873,628.00.
- The scope includes design services such as bicycle facilities enhancement design, non-complex roadway design, subsurface utility location services, geotechnical engineering services, environmental document preparation, public involvement activities, and right-of-way acquisition services.
Period of Performance
The anticipated period of performance begins with authorization expected by April 2026 and includes several key milestones:
- Preliminary Right-of-Way Plans Due by July 31, 2026;
- Compliance Right-of-Way Due by September 18, 2026;
- Final Construction Plans to be submitted by November 2027;
- Construction expected to begin on May 15, 2028.

Bidder Requirements
Consultants must be prequalified by ODOT for construction plan development and related engineering services. Only individuals (not firms) are eligible for right-of-way acquisition services. Firms that are currently suspended or debarred from federal contracts are not eligible to bid.
