Janitorial Services

Background
Montgomery County, Ohio, is seeking proposals for janitorial services under the project number PP-2026-0005. The Facilities Department aims to ensure that at least sixteen (16) County-owned or leased facilities are maintained with high-quality cleaning services tailored to their unique operational needs. This initiative is part of the County's commitment to providing safe and clean environments for both employees and the public.

Work Details
The contractor will provide comprehensive janitorial and custodial services, including management, supervision, labor, materials, supplies (except as stated), equipment, and effective performance of all cleaning tasks. Key operational requirements include:

- Maintaining sufficient staff capacity to service all designated buildings without missed tasks.
- Providing day porter coverage where specified and maintaining backup staff for emergencies.
- Assigning a dedicated Account Manager and on-site supervisors for quality oversight.
- Ensuring all employees are competent, trustworthy, and properly trained for assigned tasks with background checks required.
- Developing a written safety program compliant with OSHA standards.
- Cleaning must occur primarily in public spaces with minimal disruption to normal operations.

Specific cleaning standards include maintaining cleanliness in public areas, restrooms, office areas, and miscellaneous spaces like air vents and janitorial closets. The contractor must also develop an internal monitoring system for quality assurance and submit detailed work schedules before commencing work.

Period of Performance
The initial term of the contract will be for one (1) year starting upon execution, with the possibility of extending up to four (4) additional one-year terms based on satisfactory performance and funding availability.

Place of Performance
Janitorial services will be performed across various locations in Montgomery County, Ohio, including but not limited to the Montgomery County Administration Building, Animal Resource Center, Coroner Crime Lab, Environmental Learning Center, Regional Dispatch Center, and several others as detailed in the solicitation.

Bidder Requirements
Proposers must be registered to do business in Ohio and comply with all federal, state, and local laws. They must provide proof of Workers Compensation Insurance and may not use subcontractors for this project. Additionally, proposers should have a minimum of five references for similar-sized accounts.
