1. Project Information 1.1 Project Name: Jackson Pike Substation Subsurface Investigation Capital Improvement Project No: 670901-100002 1.2 Project Overview: The Department of Public Utilities (DPU), Division of Power (DOP) is soliciting detailed technical proposals from experienced professional consulting firms to provide subsurface engineering services for the Jackson Pike electric substation facility located at 2500 Jackson Pike, Columbus, OH 43223. The design of a capital improvement project to modernize the Jackson Pike substation was suspended when preliminary field investigations indicated the potential presence of subsurface void(s) indicative of Karst features. These findings raised concerns about the structural stability of the substation infrastructure. The potential risk of ground subsidence and the resulting damage to critical electrical components necessitates a thorough investigation to accurately identify and address these subsurface conditions before proceeding with any further improvements at the substation. This subsurface investigation project focuses on verifying the presence and extent of the suspected Karst features and developing any necessary mitigation strategies to ensure the long-term integrity and reliability of the substation. The City reserves the right to cancel this RFP and reject any bid or proposal, in whole or in part, for good cause when it is in the best interests of the City. In the event of a contract, if the project is delayed for any reason by the City, the City may request to modify the contract to reduce the maximum final obligation of the contract to a minimal level until the project resumes. When the project is intended to resume, the contract will be modified to increase the maximum final obligation to the contract amount necessary to fulfill the remaining services needed. Background
The City of Columbus, through its Department of Public Utilities (DPU) and Division of Power (DOP), is seeking proposals from qualified consulting firms to conduct a subsurface investigation at the Jackson Pike electric substation located at 2500 Jackson Pike, Columbus, OH 43223.

This initiative is part of a capital improvement project aimed at modernizing the substation, which was previously halted due to concerns over potential Karst features that could compromise structural integrity and safety. The investigation is critical to assess subsurface conditions and develop mitigation strategies to ensure the reliability of the substation's infrastructure.

Work Details
The selected consultant will be responsible for the following tasks:
- Conducting a project initiation meeting with DPU personnel;
- Organizing monthly project coordination meetings and providing bi-weekly updates;
- Reviewing existing geological and geotechnical reports;
- Performing a preliminary site assessment;
- Planning subsurface investigations using appropriate geophysical methods;
- Implementing geophysical surveys and geotechnical investigations including drilling and sampling;
- Compiling and interpreting data to confirm the presence of Karst features;
- Assessing impacts on infrastructure;
- Developing engineering solutions for stabilization; and
- Preparing a comprehensive report detailing findings and recommendations.

Period of Performance
The contract period will commence upon issuance of a Notice to Proceed expected in December 2024 or January 2025. Key milestones include proposal submission by August 23, 2024, consultant selection in September 2024, and City Council legislation in October/November 2024.

The work will be performed at the Jackson Pike electric substation located at 2500 Jackson Pike, Columbus, OH 43223.
