Invitation to Bid

Columbus City Schools is requesting bids for the purchase and delivery of gasoline and diesel fuel to support district vehicles and equipment. The work under this contract includes supplying and delivering fuel to various tank locations throughout the district. The contract will be for a period of one (1) year, with the option for two (2) additional one (1) year renewals. If renewals are exercised, the bid price differential must remain unchanged throughout the contract term. This solicitation is a reopening due to the original bid not accepting negative values. Columbus City Schools is the entity seeking these services. The contract requires that prices for diesel and gasoline increase or decrease in direct proportion to changes in the daily contract prices as published in 'The Oil Price Information Service' (OPIS) under the heading OPIS Contract Benchmark, Rack Average, and the subheading Columbus, Ohio. Bidders must submit a fixed dollar differential (either over or under) the OPIS daily average, and provide pricing for both 'transport' and 'tank wagon' shipments. The fixed differential must also include the cost of electronic fuel tank monitoring systems and installation at all Columbus City Schools delivery locations, with no additional or annual fees or costs to the district. Fuel prices must remain firm for the day. Bidders must bid on all items or risk being deemed non-responsive. Columbus City Schools reserves the right to split purchase orders among more than one vendor. Questions regarding this solicitation will be accepted until 12:00 noon on Friday, July 11, 2025, and must be submitted via Public Purchase. Answers to questions will be provided by 12:00 noon on Monday, July 14, 2025, also via Public Purchase. All bids must be submitted electronically through the Columbus City Schools electronic bidding system, Public Purchase. Electronic response is the only accepted method of submission. Bids must be received before the closing date and time, which is Tuesday, July 15, 2025, at 10:00 a.m.
